A90 ,Z ORDINANCE No. 2. q o AN ORDINANCE providing for an emergency expenditure to cover cost of the Civil Service Commission in placing the employe=s of the City of Everett, not now under civil service, under civil service ; creating the offices of Special Examiner and Assistant Examiner of the Civil Service Commission, said officers to be temporary officers; fixing their compensation; prescribing their duties, and declaring an emergency. WHEREAS, by judgment entered in the Supe rior Court of the State of Tashington in and for the County of Snohomish, the Civil Service Commission of the City of Everett was ordered to place all employees in the Water Department , except day laborers and officers mentioned in the Charter, under Civil Service ; and I.UHEREAS, the same provisions of the Charter applicable to the Water Department applies to other employees of the City not now under civil service ; and WHEREAS, it is necessary the t said a cti on be taken by the Civil Service Commission and to do so requires additional employees for the Civil Service Commission. NOW, TIUREFORE, hh CITY OF EVERETT DOES ORDAIN: Section 1: That a public emergency exists and the amount of the expenditure therefor could not have been reasonably foreseen at the time of making the budget for the year 1941, to-wit: In October 1940. That said emergency he s been caused in the Civil Service Department by reason of the fact that the Civil Service Commission has been required by the Superior Court of the State of '. ashington, in and for Snohomish County, to place employees of the Water Department under civil service as re- quired by the City Charter, and the Civil Service Commission has determined to put all employees of the City of Everett as re- quired by the city Charter, not now under civil service , under civil service , and in connection therewith it is necessary to appropriate the sum of Nine r undred Ninety Dollars (090.00 ) for compensation of officers provided for in this ordinance . Section 2 : That there is hereby appropriated out of the general current expense fund of Everett for the purpose of payin,; the expenses herein provided for, to-wit: the sum of Nine Hundred Ninety Dollars ( 990.00) far the Civil Service Commission which sum sha] 1 be paid by emergency warrants drawn on said general current expense fund by the proper officers of the City of Everett as provided by law. Section 3: That there shall be the following named officer and assistant for the Civil Service Commission of Everett to-wit : A Special Examiner (part time ) and an Assistant Examiner. It shall be the duty of such officers to perform the duties indicated by the name of their appointment, and such other duties as the Civil Service Cormfission shall determine . II
