f 4 <br /> • <br /> ORDINANCE No. 2901. <br /> AN ORDINANCE providing for an emergency expenditure for <br /> the purpose of establishing, improving and maintaining play- <br /> grounds and ball parks ; installing lights and constructing <br /> grandstand in civic baseball park located at 17th Street and <br /> East Grand Avenue in .: verett ; pledging the City of Everett to <br /> levy in the year 1941 a tax of one mill on the taxable pro- <br /> perty in the City of Everett for the purpose of paying for <br /> said expenditure ; creating a special fund to which the proceeds <br /> of said one mill levy shall be paid ; providing that said ex- <br /> penditure shall be made by the Park Board of Everett ; providing <br /> that said expenditure shall be paid by emergency warrants drawn <br /> on said special fund, and declaring an emergency. <br /> WHEREAS, at a special election held in the City of Everett <br /> on the 5th day of T.Tovember, 1940, the voters of Everett duly <br /> adopted a proposition submitted at said election authorizing the <br /> City of Everett to levy in the year 1941 a tax of one mill in <br /> addition to the fifteen mills authorized by Chapter 2 Laws of <br /> 1939 of the State of Washington, for the purpose of establish- <br /> ing, improving and maintaining playgrounds and ball parks , in- <br /> stalling lights and constructing grandstand in the civic baseball <br /> park located at 17th Street and East Grand Avenue in Everett ; and <br /> WHEREAS, it is desired to make the authorized expenditures <br /> immediately; and <br /> WHEREAS, it is estimated that said one mill levy for said <br /> purposes will produce revenue in excess of 12 ,608.81. <br /> NOW, THEREFORE , THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : That a public emergency exists and the amount of <br /> expenditure therefor could not have been reasonably foreseen at <br /> the time of making the budget for the year 1941, to-wit : In <br /> October 1940; that said emergency has been caused by reason of <br /> the fact that at a special election held in the City of Everett <br /> on November 5 , 1940, the voters of the Uity of Everett duly <br /> adopted a proposition providing that the City of Everett be <br /> authorized to levy in the year 1941 a tax of one mill in addition <br /> to the fifteen mills authorized by Chapter 2, Laws of 1939 of the <br /> State of Washington, for the purpose of establishing, improving <br /> and maintaining playgrounds and ball parks ; installing lights; <br /> constructing grandstand in the civic baseball park located at 17th <br /> Street and East Grand Avenue in Everett. That there is hereby <br /> appropriated for the purpose of installing, lights , constructing <br /> grand stand and improving the civic baseball park located at 17th <br /> Street and East Grand Avenue in Everett, the sum of 10,086.40, <br /> and there is hereby appropriated for the purpose of establishing, <br /> improving and maintaining other play grounds and ball parks the <br /> sum of 2, 521.60. • <br />
