April 5, 2023 <br /> <br />5 <br /> <br /> <br /> <br /> AYES: Fosse, Rhyne, Schwab, Vogeli, Zarlingo, Stonecipher, Tuohy <br /> NAYES: None <br /> ABSENT: None <br /> <br />Ordinance No. 3945-23 adopted. <br /> <br /> <br />COUNCIL BRIEFING AGENDA: <br /> <br />COUNCIL BILL 2304-22 <br /> <br />FIRST READING: <br /> <br />AN ORDINANCE approving the appropriations of the 2023 revised City of Everett Budget <br />and amending Ordinance No. 3910-22 <br /> Presented by Susy Haugen and Heide Brillantes, Finance <br /> <br /> <br />EXECUTIVE SESSION: <br /> <br />The City Council recessed for an executive session at 7:33 p.m., began the executive session at <br />7:35 p.m., concluded the executive session at 7:55 p.m., and reconvened at 7:57 p.m. <br /> <br />AGREEMENT – SETTLEMENT <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Tuohy, to authorize the <br />Mayor to sign a Settlement Agreement in Edge v. City of Everett that will require the City to <br />revise the quick service probationary license ordinance to have the minimum dress <br />requirement to match the minimum dress requirements of the lewd conduct ordinance and to <br />pay the plaintiffs $500,000. <br /> <br />Ramsey Ramerman, Assistant City Attorney, provided an overview of the settlement and history <br />of the original ordinance. <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br />
