From: Lori Cummings
To: Marista Jorve; Ashleigh Scott
Subject: FW: [EXTERNAL] New Everett Public Safety Ordinances
Date: Wednesday, April 19, 2023 5:08:54 PM
Attachments: image001.pnq
From: Amanda Massena <amanda.massena@skotdal.com>
Sent: Wednesday, April 19, 2023 5:01 PM
To: DL-Council <Council@everettwa.gov>
Cc: Cassie Franklin <CFranklin@everettwa.gov>
Subject: [EXTERNAL] New Everett Public Safety Ordinances
CAUTION: This email originated from outside of the organization. Do not click links or open
attachments unless you recognize the sender and know the content is safe.
Dear Everett City Council:
I'm writing today express my strong support for the proposed ordinances to prohibit public
consumption of controlled substances (CB-2304-29) and to establish service facility buffer zones for
social service providers, shelter and temporary housing providers, and other high impact areas (CB
2304-30).
Public consumption of drugs such as fentanyl, heroin, and meth has created significant public safety
challenges that directly impact me and my ability to work in downtown Everett. Many of those
suffering from addiction also remain trapped in unsheltered, hazardous conditions on our streets. In
addition to providing access to services and treatment for those in need, our community must have
legal tools that can compel people who are completely lost to their addiction to take much needed
steps in their recovery.
Public consumption of drugs also creates safety hazards for residents, employees, business owners,
and service providers who are exposed to drug activity and people under the influence of drugs. The
dramatic increase in nuisance behaviors, shoplifting, theft, vandalism, assaults, and other forms of
violence has a direct connection to the prevalence of addiction and the absence of legal tools for
intervention.
On the subject of providing assistance, we must ensure that our community can mitigate potential
adverse impacts around locations providing social services and temporary housing. Establishing
buffer zones is critical for maintaining support from community members living and working near
these locations as well as for establishing a safe environment for those receiving assistance.
In closing, I urge you to vote in favor of Council Bill 2304-29 and Council Bill 2304-30.
Sincerely,
