s ORDINANCE No. AN ORDINANCE providing for the improvement of the alley East of Walnut Street from 17th Street to the South line of Riverdale Addition to Everett, by construction of a sewer and its necessary appurtenances, and doing all work necessary to rake a complete improvement ; creating an assessment district ; creating a local improvement district ; creating a local improvement dis- trict fund therefor; providing that the paymnt of said improve- ment shall be made by special a ssessrient on The property in said district under the mode of payment by bonds for materials used, the fixed estimate and all other expenses, except cost of labor furnished by federal funds under \'SPA plan of the Federal Govern- ment. 1,./TEREAS, by Resolution No. 4664 of the City of Everett the City Council has declared its intention to order the improve- ment as above outlined, and doing all work in connection there- with to make a complete improvement , in accordance with the plans and specifications prepared by the City Engineer of the City of Everett. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That the alley East of Walnut Street from 17th Street to the South line of Riverdale Addition to Everett be improved by construction of a sewer and its necessary appurten- ances, and doing all wore necessary to make a complete improve- ment, all according to the plans and spe cif ications prepared under the direction of the City Engineer , thich plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of all materials required to make a complete improvement , the fixed estimate and all other expenses of every kind , except cost of labor contribute• by the Federal Government under shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any canner for the cost and expense of such improvement except as provided in Chapter 141 Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3: There is hereby establihsed local - improvement district to be called "Local Improvement District No. S s ', which district shall include the following described property, located in Everett , Snohomish County , Washington, to-wit : Lots 1 to 32 inclusive, Block 396 , Riverdale Addition to Everett ; Lots 1 to 8 inclusive , and Lots 24 to 32 inclusive, Block 405, Riverdale Addition to -Everett.
