- � ORDINANCE No. AN ORDINANCE providing for the improvement of Hoyt Avenue from 45th Street to 47th Street, also 47th Street from Hoyt Avenue to Central Avenue by the installation of Six Inch Water Mains and Fire Hydrants, and their necessary appurtenances, and doing all work necessary to rake a complete improvement ; creating an assessment district; creating a local improvement district; creating a local improvement district fund therefor; providing that the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used , fixed estimate and all other expenses, except cost of labor furnished by federal funds under WPA Plan of the Federal Government , and repealing Ordinance No. 2869 of the City of Everett. WHEREAS, by Resolution No. 4655 of the City of Everett the City Council has declarea its intention to order the improve- ment as above outlined, and doing all work in connection there- with to make a complete improvement, in accordance with the plans and specifications prepared by the City Engineer of the City of Everett. Section 1: That Hoyt Avenue from 45th Street to 47th Street, also 47th Street from Hoyt Avenue to Central Avenue be improved by installation of Six Inch Water Mains and Fire Hydrants, and their necessary appurtenances, and doing all work necessary to make a complete improvement all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. • Section 2: That the cost and expense of all materials required to make a complete improvement , the fixed estimate and all other expenses of every kind , except cost of labor contributed by the Federal Government under WPA, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett. Section 3: There is hereby established a local improvement district to be called. Local Improvement District No. S , which district shall include the following described ropert;;, located in Everett , Snohomish County, Washington, to-wit: Lots 27 to 51 inclusive , Block 9 , Central Park Addition to Everett; Lots 8 to 30 inclusive , Block 10 , Central Park Addition to Everett ; Lots 19 to 25 inclusive, Block 14, Central Park Addition to Everett ;
