ORDINANCE No. .t8cpo. AN ORDfl ANCE providing for the improvement of Terrace Drive from 41st Street South to State Road No. 1, thence along State Road No. 1 to the South line of Victory Heights; also Grand Avenue from 41st Street to South line of Victory Heights; also 41st Street between alleys East and 'rest of Terrace Drive by the installation of Six Inch -:dater Lains and Fire Hydrants, and their necessary appurtenances, and doing all work necessary to make a complete improvement ; creating an assessment district ; creating a local improvement district; creating a local improve- ment district fund therefor; providing that the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under 'dPA plan of the Federal Govern- ment. -,IHEREAS, by Resolution No. 4654 of the City of Everett the City Council has declared its intention to order the improve- ment as above outlined , and doing all work in connection there- with to make a complete improvement , in accordance with the plans and specifications prepared by the City Engineer of the City of Everett. Section 1: That Terrace Drive from 41st Street South to State Road No. 1, thence along State Road No. 1 to the South line of Victory Heights; also Grand Avenue from 41st Street to South line of Victory heights; also 41st Street between alleys East and West of Terrace Drive be improved by installation of Six Inch Water Mains end Fire Hydrants, and their necessary appurtenances, and doing all work necessary to make a c cmplete improvement all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. Section 2 : That the cost and expense of all materials required to make a complete improvement, the fixed estimate and all other expenses of every kind , except cost of labor contributed by the Federal Government under WPA, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett. Section 3: There is hereby established a local improvement district to be called "Local Improvement District No. 5 Si , " which district shall include the following described property, located in Everett, Snohomish County, Washington, to-wit :
