THE CITY OF 1=RETT DOES ORDAIN: Section 1: That proposed amendments to Section 55 and Section 122 of the Charter of the City of Everett with relation. to the maximum tax levy for perks and other purposes be submitted to the legal voters of the City of Everett at a special municipal election to be held in said City on November 5, 1940. Section 2: That the sections of the City Charter as amended shall read as follows: Section 55: AiTITAL LEVY FOR SUPPORT OF ?J RKS: In order to maintain the parks and park system and to provide for the expenses authorized by this article the Council shell levy each year and cause to be collected a tax of not more than two mills; provided in the year 1941 the Council shall have the power to levy for said purposes a tax of not more than three mills. Section 122 : The Council shall have authority to levy taxes upon all real and Personal property, not exempt from taxa- tion, each year a s follows: For Parks not exceeding two mills; Provided that in the year 1941 the Council shall have authority to levy e tax of three mills. For libraries not exceeding one and 25/100 mills. For all other purposes (except purposes mentioned in the succeeding section) not exceeding fifteen mills, provided that the council shall have power to levy taxes at a rate in excess of the rate specified in this Charter when authorized so to do by the electors of said City by a majority vote of those voting on the proposition at a special election to be held in the year in which the levy is made . Such taxes shall be based upon the assessed valuation of the real and personal property rather than upon the real valuation. section 3: That the form of ballot to be used for said election shall be es follows:
