/ (^ / ORDINANCE No. 2 5(4 7 AN ORDINANCE providing for the improvement of East side of State Street from 23rd Street to 24th Street by con- struction of concrete curbs end gutters, and doing all work necessary to make a complete improvement ; creating an assess- ment district ; creating a local improvement district fund therefor; providing that the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used, fixed estimate end all other expenses, exceyDt cost of labor furnished by federal funds under WPA, plan of the Federal Government. WHE EA.S, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the City Council and upon examination thereof the said City Council has found the things set forth therein to be true; and WHEREAS, the said petition has been referred to the Commissioner of public Works to be examined by the said Commissioner and the City Engineer and the Commissioner of ublic Works has filed with the City Council all data and information as required by law; and WHEREAS, said Commissioner of 1 ublic Works has recommended to the City Council that said improvement Ptitioned for be made, and it appearing to the City Council that the public health, convenience and necessity require that such improvement be ma de. NOW, THEREFORE, the City of Everett DOES ORDAIN: Section 1: That the East- side of State Street from 23rd Street to 24th ,street be improved by construction of concrete curbs end gutters end doing all work necessary to make a complete improvement, a 11 according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. Section 2 : That the cost and expense of all materials required to make e complete improvement, the fixed estimate and all other expenses of every kind, except cost of labor contributed by the Federal Government under WPA, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such impro veY_ent , except as provided in Chapter 141, SesonnfLaws of acts amendatory thereto and the ordinances Section 3: There is hereby established a local improvement district to be called Leal Improvement District No. ' ,., , which district shall include the following des- cribed property, located in Everett, Snohomish County, Washington, to-wit:
