j ORDINANCE No. 856. AN ORDINANCE providing for an emergency expenditure to increase the storage capacity of the Lake bhaplain Reservoir by construction of dike and other incidental work, and to construct an additional pipe line from the Sultan xiver diversion dam to Portal No. 1 of the tunnel leading to Lake Chaplain; constructing necessary rock rip rap along river to protect said pipe line , and providing f.Az' the installation of a high service water storage tank in the Alderwood District , the estimated cost of said work being in the sum of055,000.00 , and declaring an emergency. WHEREAS, It is necessary to increase the storage capacity of the Lake Chaplain reservoir by construction of dikes and other incidental work due to the increase demand for water by the pulp mills; and WHEREAS, it is necessary to increase the flow from the Sultan River Diversion Dam to said Lake Chaplain Reservoir by constructing an additional pipe line from said diversion dam to Portal No.1 of tunnel leading to Lake Chaplain and constructing necessary rock rip rap along river to protect said pipe line ; and WIRES, this work is a portion of a VPA project in which the Water Department is assuming sponsorship for certain materials to be used in this construction; and WHEREAS, it has become necessary due to increased water consumption in the Alderwood District to install a new high service water storage tank; and WHEREAS, the 1940 water department budget did not anticipate these expenditures, and it is urgent that this work be carried out with minimum delay due to above mentioned increased demand for water. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That a public emergency exists and the expenditures therefor could not have been reasonably foreseen at the time of making of the budget for the year 1940, to-wit: October 1939; that said emergency exists by reason of the fact that it is necessary to increase the storage capacity of the Lake Chaplain Reservoir by construction of dikes and other incidental work due to the increased demand for water by the pulp mills, and it is necessary to increase the flow from the Sultan river diversion dam to said Lake Cbaplain Reservoir by constructing an additional pipe line from said diversion dam to Portal No.lof tunnel leading to Lake Chaplain and con- structing necessary rock rip rap along river to protect pipe line , said work to be done in connection with the. WPA project ; that the estimated cost of said work and material is the sum of Fifty Thousand Dollars ($50,000.00) .
