April 12, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., April 12, 2023, <br />President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Zarlingo, Rhyne, Tuohy, <br />Schwab, Vogeli, and President Stonecipher were present. Council Member Fosse was excused. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Zarlingo acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the April 5, 2023, City Council meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin wanted to thank Council Member Rhyne, and a large number of Parks <br />Department and PUD staff for joining her at the Arbor Day event at Madison Morgan Park earlier <br />today. <br /> <br />Mayor Franklin also thanked Council Member Zarlingo and Council Member Schwab for joining <br />her at the Police Award Ceremony held last night. <br /> <br />Mayor Franklin provided a statement on the County’s potential purchase of the Hope Covenant <br />Church property, and the City’s shared commitment to providing shelter and services to <br />unsheltered individuals in crisis. The statement has been added to the updated council agenda <br />packet. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Administration Executive Deb Williams stated Council received no written comment, and there <br />were (4) four members of the public who wished to speak. <br /> <br />• Michael Wallace – Hope Covenant Church <br />• Randy Thompson – Hope Covenant Church <br />• Alan Miller – Vacant House Criminal Activity Concerns <br />• Steve Oss – Everett Police Department Response Recognition and Community Drug <br />Problems <br />
