April 26, 2023 <br />6 <br /> <br />AN ORDINANCE amending the Everett Municipal Code regarding an exemption for Special <br />Connection Charges for Low-Income Housing Projects, amending Chapter 14.08 EMC <br />Water and Sewers <br /> <br />COUNCIL BILL 2304-27 <br /> <br />SECOND READING: <br /> <br />AN ORDINANCE relating to Multifamily Tax Exemptions, amending Chapter 3.78 EMC <br /> <br />COUNCIL BILL 2304-28 <br /> <br />SECOND READING: <br /> <br />AN ORDINANCE relating to exempting park impact fees for low-income housing, <br />amending Chapter 19.52 EMC <br /> <br />COUNCIL BILL 2304-29 <br /> <br />SECOND READING: <br /> <br />AN ORDINANCE prohibiting public consumption of controlled substances, amending <br />Chapter 10.35 EMC <br /> <br />Mayor Franklin invited Assistant City Attorney Lacey Offutt, to provide an update on potential <br />adjustments to the ordinance in-lieu of the State Legislative adjournment without passing the <br />Blake replacement bill. <br /> <br />Discussion ensued with Lacey Offutt answering council questions. <br /> <br />COUNCIL BILL 2304-30 <br /> <br />SECOND READING: <br /> <br />AN ORDINANCE relating to public health and safety creating Service Facility Buffer Zones <br />for therapeutic services and other high impact area and amending Title 9 of the Everett <br />Municipal Code by enacting a new Chapter 9.54 EMC <br /> <br />Community Development Director Julie Willie, and Assistant City Attorney Lacey Offutt provided <br />highlighted changes made to the ordinance based on council and public feedback. <br /> <br />Discussion ensued with Lacey Offutt and Julie Willie answering council questions.
