The job cost <br />number for this project will be UT3808-3-0480. <br />Staff estimates that approximately 8,000 wet tons of biosolids will be loaded from the <br />Water Pollution Control Facility (WPCF), hauled then applied. However, Sno-Valley <br />Farms can accept 9,604 wet tons from the Water Pollution Control Facility at $48.85 per <br />ton. The estimated cost for 8,000 wet tons is $390,800 to $469,155.40 for 9,604 wet <br />tons. <br />Project summary statement: <br />The City's Water Pollution Control Facility removes approximately 2,000 dry tons, which <br />equates to approximately 5,000 wet tons of biosolids annually. The solicitation stated <br />that the estimated amount was between 5,000 to 8,000 wet tons. Bid amounts are <br />based on 8,000 wet tons. However, companies were also asked for the maximum <br />number of wet tons they could accept. Sno-Valley Farms can accept up to 9,604 wet <br />tons. <br />The biosolids are used for agricultural applications. The award of IFB 2023-034 will allow <br />Sno-Valley Farms Inc. to apply Department of Ecology -regulated biosolids at facilities <br />that have been permitted to receive biosolids as a soil amendment. <br />Invitation for Bid 442023-034 was released on March 23, 2023, and four bids were <br />received on April 18, 2023. The solicitation was sent to five suppliers, posted on the City <br />website, and advertised in the Everett Herald. Responses were received, as shown in the <br />attached bid tabulation. <br />Recommendation (exact action requested of Council): <br />Award Invitation for Bid #2023-034 Biosolids Loading, Hauling & Land Application to <br />Sno-Valley Farms Inc. at a rate of $48.85 per wet ton, which is not subject to <br />Washington State sales tax. <br />
