<br /> ADVERTISEMENT FOR BIDS
<br /> ' Notice is hereby given that sealed bids for the 2023 Federal Overlay project will be received at the
<br /> office of the City Clerk, 1ST Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201,
<br /> until 2:00 p.m. on Tuesday, April 4, 2023. At the appointed time, all bids will be opened and read
<br /> aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore
<br /> Ave, Suite 9E, Everett, WA 98201. The link to view the live streaming bid opening can be found at:
<br /> https://everettwa.gov/319/Procurement.
<br /> The engineer's estimate for this Project is $1,437,183.90.
<br /> The work includes, but is not limited to: *overlay of the principal arterial of Broadway Avenue from
<br /> 41st Street to Hewitt Avenue with construction of up to 5,120 tons of Hot Mix Asphalt, Class %-inch,
<br /> PG 64-22, two inches (2")thick, including grinding; utility adjustments, such as manhole, catch basin,
<br /> inlet, valve box, monument case and cover; striping; channelization;traffic induction loops and traffic
<br /> cameras* and performing all Work as required by the Contract Documents.
<br /> Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is
<br /> provided to Prime Bidders, Subcontractors, and Vendors by going to www.bxwa.com and clicking on
<br /> "Posted Projects", "Public Works", and "City of Everett".This online plan room provides Bidders with
<br /> fully usable online documents with the ability to: download, view, print, order full/partial plan sets
<br /> from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended
<br /> that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to
<br /> 1 place themselves on the "Self-Registered Bidders List". Bidders that do not register will not be
<br /> automatically notified of addenda and will need to periodically check the on-line plan room for
<br /> addenda issued on this project. Contact Builders Exchange of Washington at (425) 258-1303 should
<br /> you require assistance with access or registration.
<br /> All bids must be made upon the City forms provided for this purpose and must be accompanied by a
<br /> bid bond or certified check or cashier's check in an amount not less than five percent (5%) of the total
<br /> amount of the Bid, all as set forth in the Contract Documents. One hundred percent (100%) Payment
<br /> and Performance Bonds will be required of the successful Bidder to guarantee faithful performance
<br /> of the contract.
<br /> The City reserves the right to reject any and all bids and to waive any irregularities or informalities.
<br /> No Bidder may withdraw its Bid after the hour set for the opening thereof, except as may be provided
<br /> in the Contract Documents. The City further reserves the right to make the bid award as deemed in
<br /> the best interest of the City. The right is reserved by the City to postpone the award for a period of
<br /> forty-five (45) days after bid opening.
<br /> The Contractor will be required to comply with all local, State, and Federal laws and regulations
<br /> pertaining to equal employment opportunities.
<br /> ' The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42
<br /> U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively
<br /> ensure that in any contract entered into pursuant to this advertisement, disadvantaged business
<br /> enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and
<br /> will not be discriminated against on the grounds of race, color, or national origin in consideration for
<br /> an award.
