April 19, 2023 <br /> <br />6 <br /> <br /> <br /> <br />APPLICATION – BOATING REGATTA ON SILVERLAKE <br /> <br />Moved by Council Member Zarlingo, seconded by Council Member Vogeli, to approve the <br />Seattle Outboard Association application to hold a boating regatta on Silver Lake on June 3rd <br />and 4th, 2023. <br /> <br />Council Member Zarlingo provided an update on the annual boating regatta. <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br /> Motion carried. <br /> <br /> <br />COUNCIL BRIEFING AGENDA: <br /> <br />COUNCIL BILL 2304-30 <br /> <br />FIRST READING: <br /> <br />AN ORDINANCE relating to public health and safety creating Service Facility Buffer Zones <br />for therapeutic services and other high impact area and amending Title 9 of the Everett <br />Municipal Code by enacting a new Chapter 9.54 EMC <br />Presented by Julie Willie, Community Development and Lacey <br />Offutt, Legal <br /> <br />The following people provided public comment on this item: <br /> <br />• Bryon Partington <br />• Paula Townsell <br />• Connie (no last name provided) <br />• Jason Cockburn <br />• Luisana Hernandez <br /> <br />Considerable discussion ensued regarding the high-impact thresholds, using city blocks as <br />measurement of the proposed buffer zones, impact of the no-sit, no-lie ordinance, other <br />jurisdictions with similar regulations, food deserts, signage, timeline of enacting such a buffer, <br />possible unconstitutionality, and mayoral authority. <br />
