May 3, 2023 <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., May 3, 2023, <br />President Stonecipher presiding. <br /> <br />Upon roll call, it was found that Mayor Franklin, and Council Members Zarlingo, Rhyne, Tuohy, <br />Fosse, Schwab, Vogeli, and President Stonecipher were present. <br /> <br />Council Member Zarlingo led the Pledge of Allegiance. <br /> <br />On behalf of the City Council, Council Member Vogeli acknowledged the original inhabitants of <br />this place, the sduhubš people, and their successors, the Tulalip Tribes. <br /> <br />The minutes of the April 26, 2023, City Council meeting were approved. <br /> <br />President Stonecipher notified the public that the budget meeting was moved from tonight’s <br />meeting to the next scheduled regular meeting on May 10, 2023. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin announced that May is Jewish American Heritage Month, a time to celebrate and <br />recognize the contributions and achievements of Jewish Americans and will be sharing a <br />proclamation to honor this. <br /> <br />In the Jewish faith, a Rabbi is not only a spiritual leader, but also a counselor, a role model, and <br />an educator. Temple Beth Or serves families and individuals from the greater Snohomish, Islands, <br />Skagit, and North King County Jewish community. Mayor Franklin introduced a special guest, <br />Rabbi Rachel Kort, from Temple Beth Or, to say a few words. <br /> <br />Mayor Franklin read a proclamation declaring May 2023 as Jewish American Heritage Month. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />Council Executive Angela Ely stated Council received twenty-eight (28) written comments, and <br />the following in-person members spoke: <br /> <br />• Lindsey Arrington <br />• Erin Webber <br />• Jose Villalaz <br />• Mary Rollins <br />• Penelope Protheroe
