May 3, 2023 <br />9 <br /> <br />• Victoria <br /> <br />EXECUTIVE SESSION: <br /> <br />The City Council recessed for an executive session at 9:18p.m., and began the executive session <br />at 9:22 p.m. Council reconvened at 9:37 p.m. <br /> <br />City Attorney David Hall advised to have Lacey Offutt walk through the changes that have been <br />included from the first reading to the third and final reading, to best attempt in capturing <br />consensus improvements in the ordinance. <br /> <br />Discussion ensued with Lacey Offutt and Julie Willie answering council questions. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to make an <br />amendment to the ordinance to add a new section, Section 7, that will state that this ordinance <br />shall go into effect 30-days following the opening of the City’s day shelter as provided and <br />intended with the October 5, 2022 ARPA allocation resolution. <br /> <br /> <br />Roll was called with all council member voting no, except Council Members Rhyne Fosse, and <br />Vogeli who voted yes. <br /> <br /> Motion Failed. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to make an <br />amendment to the ordinance, Section 7, that without a renewal by Council this ordinance <br />sunsets on December 31, 2025. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Members Zarlingo and <br />Schwab who voted no. <br /> <br /> Motion carried. <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Vogeli, to make an <br />amendment to the ordinance, to eliminate Section 9.54.040 regarding no goods or services may <br />be provided on City property within a service facility buffer zone without a permit. <br /> <br /> <br />Roll was called with all council members voting no, except Council Members Rhyne, Fosse, and <br />Vogeli.
