IMiT ORDIIT ECE providing: for the sanitary disposal of human excreta and regulating the installation and maintenance of privies, privy vaults and septic tanks in the City of Everett , and repealing ordinances in -conflict herewith,,W pro- viding penalties for the violation thereof, & declaring an emergency, TTU CITY OF EVERETT D ;S OIDAIN: Section 1: That this ordinance shall apply to all territory embraced within the corporate limits of the City of Everett, Washington, and area of police jurisdiction thereof. Section 2: On and after 30 L 1940 it shall be unlawful to maintain, or use any residence , place of business, or other building or place where persons reside , congregate, or a.re employed which is not provided with means for the disposal of human excreta, either by a flush toilet connected • with a sewerage system, approved by the State Department of health, or a privy which meets the requirements of construction and maintenance herein fter described . Section 3 : Every building where persons reside , congregate, or are employed which abuts a street or alley in which there is a public sanitary sewer, or which is within One Hundred Fifty (150 ) feet of a public sanitary sewer, shall be connected to the sewer by the owner or agent of the prenises, in the most direct manner posci ble. Each connection and each fixture emptying through the connection sha 11 be installed in the manner prescribed by the plumbing code of the City of Everett , Washington, and shall be maintained at all times in a sanitary c ondi ti on. Section 4: Every residence, place of business, or other building or place where persons congregate, reside , or are criployed, and which does not abut a street or alley in which there is a public sanitary sewer, shall be provided with a private water-flush toilet , or a privy, by the owner or agent of the presses; said water-flush toilet system, or privy, to be built or rebuilt, constructed, and maintained in such a meaner as to meet the requirements of construction and main- tenance hereinafter described . A. PRIVATE SEWER SYSTEM: 1. At any residence , place of business, or other building where there is installed a water-flush system for exreta disposal which._ is not connected to a public sewer system approved by the State Department of Health, and where the customary users do not exceed Ten (10) in number, there shall also be established or installed a private sewage disposal Plant , said disposal plant to consist of a septic tank and a system of underground drains for the disposal of the tank affluent . Said tank and drains shall be so constructed as to meet the requiree:ents of construction and maintenance herein- after described .
