EXHIBIT A <br />SCOPE OF WORK <br />City of Everett Hazard Mitigation Plan Update — 2023 <br />Service Provider will work with Everett OEM to complete and produce a Hazard Mitigation Plan Update <br />that meets Washington State and FEMA guidance and approval requirements. <br />Everett OEM will serve as project manager for the City, coordinating efforts among departments, as well <br />as conducting the public outreach required within the guidance. Everett Planning Department GIS will <br />provide to Service Provider available GIS data to assist in the development of the plan, including, but not <br />limited to, any Comprehensive Land Use data (as available and necessary), boundary data, any critical <br />facility data as available, and any hazard data as developed by the City specific to the municipality (if <br />any). GIS will also assist in printing maps for public outreach efforts. The City's website will be utilized to <br />host a Mitigation Planning page for use in the public outreach effort. <br />It is understood that time is of the essence as a FEMA approved Hazard Mitigation Plan is required to <br />receive mitigation and some disaster assistance funding. It is anticipated that plan work will begin within <br />two weeks of execution of the contract, anticipated to be June 2023, with the plan submitted to FEMA <br />within 12 months. To facilitate the completion of the plan, planning meetings will be required, which <br />may be conducted via Zoom, conference calls, emails, etc., to ensure the largest possible involvement of <br />planning team members. <br />The Hazard Mitigation Plan Update will meet requirements under 44 CFR § 201.6. Scope elements and <br />required planning requirements are located in the Local Mitigation Planning Policy Guide (effective April <br />19, 2023) and include Appendix A: Local Mitigation Plan Review Tool. Scope elements in the Local <br />Mitigation Plan Review Tool include: <br />A. Planning Process <br />B. Risk Assessment <br />C. Mitigation Strategy <br />D. Plan Maintenance <br />E. Plan Update <br />F. Plan Adoption <br />G. High Hazard Potential Dams (as applicable) <br />H. Additional State Requirements (as applicable) <br />Service Provider will utilize and complete the following FEMA Plan Review Checklist — part of the Local <br />Mitigation Plan Review Tool — to confirm all requirements are met when submitting the plan for review <br />and approval.
