P013109 City of Everett <br />Housing Planning Modernization Solution Configuration 1 April 19, 2023 <br />Introduction: <br />The City of Everett (Everett) has requested Environmental Systems Research Institute, Inc. (Esri) <br />Professional Services to provide consulting services for preparing data and deploying technology <br />solutions to support the city’s Comprehensive Plan Update and Middle Housing Project. <br />Many cities in Washington State are experiencing population growth from a diverse <br />demographic group, leading to housing inventory and affordability challenges. The need for <br />more housing to accommodate this growth, as well as a broader array of housing types to meet <br />various needs and income levels, is paramount as jurisdictions plan for the future. <br />Esri proposes to design, configure, launch, and enable a suite of geospatially enabled solutions <br />grounded in ArcGIS. The following solutions are designed to support Everett to meet the growth <br />targets in terms of housing planning: <br />•Opportunity Site Finder (ArcGIS Urban) <br />o Conduct suitability analysis to identify suitable parcels based on city-specific <br />criteria, including accessibility to amenities, utility capacities, physical site <br />characteristics, etc. <br />Figure 1: Suitability analysis in ArcGIS Urban
