P013109 City of Everett
Housing Planning Modernization Solution Configuration 6 April 19, 2023
distribution of scores, providing parcel-level transparency into the calculation used to identify
suitable parcels.
Esri consultant will work with the city staff to identify suitability analysis criteria datasets to
incorporated into the suitability models in ArcGIS Urban. Some example datasets are listed
below:
•Physical site characteristics
•Locations of key amenities and resources
o Schools
o Groceries
o Parks
o Hospital
o Transit
•Race and diversity
•Household characteristics
•Improvement ratio
Activity 2.4 Scenario Configuration
Upon completion of ArcGIS Urban deployment, Esri will assist Everett to create 1 Zoning plan
with up to 2 scenarios for each plan based on input gathered during the kickoff meeting and
within a mutually agreed focused pilot area. These scenarios should represent planning
alternatives such as a business-as-usual scenario or a proposed development scenario that can be
used for visualizing and comparing existing and proposed zoning intensities (FAR, maximum
height, lot coverage), setbacks and allowed uses in parcels.
This activity will be supported remotely from Esri’s offices. The Esri consultant(s) will work
with direction from Everett’s technical staff and management.
Activity 3 Housing Reporting Dashboard Configuration
Esri will provide up to 24 hours of remote consulting services to support Everett to create and
share housing-related reports using metrics generated from ArcGIS Urban scenarios in the
previous activities. Using ArcGIS Experience Builder, Esri plans to create a housing reporting
template for summarizing metrics like affordable housing units, parking requirements, trip
generation, and others.
This activity will be supported remotely from Esri’s offices. The Esri consultant(s) will work
with direction from Everett’s technical staff and management.
