AN OI DINANCE providing for an emergency expenditure to cover the cost and expenses of purchasing the following des- cribed real estate, located in Snohomish County, Washington, to-wit : The South 300 feet of the West 875 feet of Government Lot 15, Section 21, Township 29 North, Range 5 East W. M. ; EXCPT the South 40 feet; EXCEPT the West 30 feet; EXCEPT portion at the West end conveyed to Chicago, Milwaukee and Puget Sound Railway Company, a corporation, by deed recorded March 1, 1911 in Volume 136 of Deeds, page 603 under Auditor 's File No. 164717, records of said County; and EXCEPT portion conveyed to State of Washington for State Road No. 15, for use for garbage disposal purposes by the City of Everett; providin,7 for the issuance of emergency warrants therefor, and declaring an emergency. i EREA.S, the existing property used for garbage dis- posal purposes in the City of Everett is a menace to public safety, and it is necessary to purchase other real estate to be used for garbage disposal purposes;and WHEREAS, the above described real estate is suitable for such purposes and may be purchased for the sum of One Thousand Twenty-five Dollars ($1025.00) , including the cost of I title insurance, and the City Council of Everett has determined that it is necessary and desirable that said property be purchased for said purpose. NOW, 'IREFORE, TIE CITY OF EVERETT DOES ORDAIN: Section 1: That a public emergency exists and the amount of the expenditure therefor could not have been reasonaoly foreseen at the time of making the budget for the year 1939, to-wit: in October 1938; that said emergency has been caused by reason of the fact that the existing property used for garbage disposal in the City of Everett is a menace to the public safety and it is necessary to procure other real estate for such purposes, and that the following described real estate located in Snohomish County, Washington, may be purchased for One Thousand Twenty-five Dollars ($1025.00) . Section 2 : There is hereby appropriated out of the General Fund of the City of Everett, not otherwise budgeted, for the purpose of paying for said property above described and title insurance therefor said One Thousand Twenty-five Dollars ($1025.00 ) , which sum shall be paid by the issuance of emergency warrants drawn upon said General .Fund by the proper officers of the City of Everett as provided by law; that the purchase of
