• ORDINANCE INNCE No. eX g AN ORDINAITCE providing for the improvement of Alverson from 5th Street extended ',Test to --north line of Lot 17 , Marine mark Addition to Everett , by installation of water mains and their necessary appurtenances, and doing all work necessary to make a complete improvement ; creating an assessment district; creating a. local improvement district fund therefor ; providing that the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under VIA plan of the federal government. 7 ,EAS, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the City Council and upon examination thereof the said City Council has found the things set forth therein to be true ; and VITEUREAS, the said petition has been referred to the Commissioner of Public -+orks to be examined by the said Commissioner end the City Engineer and the Commissioner of Public Works has filed with the City Council all data and information as required by law; and 41I-i`E2,EA.S, said Commissioner of ±'ublic Works has recommended to the City Council that said improvement petitioned for be made, and it appearing to the City Council that the public health, convenience and necessity require that such improvement be made. NOW, Ti FORE, the City of Everett does ORDAIN: Section 1: That Alverson Blvd. , from 5th Street extended West to North line of Lot 17 , Marine ±'ark Addition to Lverett be improved by installation of water mains and their necessary appurtenances, and doing all work necessary to make a complete improvement, all according to the plans and specificat' om prepared under the direction of the City .L:,ngineer, which plans an. specifications are hereby adopted and approved. Section 2: That the cost and expense of all materials required to make a complete improvement , the fixed estimate and all other expenses of every kind, except cost of labor contributed by the Federal Government under shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Lverett shall not be liable in any manner for the coat and expense of such improvement , except as provided in Chapter 141, Session Laws oft 1923, or acts amendatory there o and the ordinances of the City of verett.
