ORDINANCE No. 2827 . AN ORDINAICE providing for the improvement of Friday Avenue from 35th Street to Fairview Place by removal of lumber, grading to proper grade for sidewalks, construction of one course concrete sidewalks, concrete curbs and gutters, and grading and resurfacing with road mix, installation of necessary drainage, and doing all of er work necessary to make a complete improvement ; creating an assessment district; creating a local improvement district fund therefor; providing that the payment of said improve went be made by special ass n the property in said dis- trict under the mode of payr o materials used , fixed estimate and all other expenses , except cost of labor furnished by federal funds under 7P1 plan of the Federal Government. I} REAS, by Resolution No. 4519 of the City of Everett the City Council has declared its intention to order the improvement as above outlined, and doing all other work in connection therewith to make a complete improvement, in accordance with the plans and specifications prepared by the City Engineer of the City of Everett. Section 1: That Friday lwenue from 35th Street to Fairview Place be improved by removal of lumber, grading to proper grade for sidewalks, construction of one course concrete sidewalks, concrete curbs end gutters, and grading and resurfacing with road nix, installation of necessary drainage, and doing all other work necessary to hake a complete improvement , all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved . Section 2: That the cost and expense of all material . required to make a complete improvement, the fixed estimate and all other expenses of every kind , except cost of labor contributed by the Federal Government under VIP? , shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement, except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3: There is hereby established a local improvement district to be called local improvement district No. S <// , which district shall include the following described property, located in Everett , ,:Snohomish County, Washington, to-wit: Lots 1, 2 and 3, dock 4 , 'riday' s 2nd Addition to Everett, Lots 5, 6, 7, 8, 9 , 10, 11 and 12 , Block 5, _'riday' s 2nd Addition to Everett.
