1 2023 Human Needs Contract between the City of Everett And Bridgeways THIS CONTRACT is made and entered into as of 1st day of January, 2023, by and between the City of Everett, a municipal corporation under the laws of the State of Washington (the "City"), and Bridgeways ("Contractor"). WHEREAS, the City Council of the City of Everett, pursuant to the recommendations of its Citizen Advisory Committee, has authorized the City to expend general fund monies for the project specified in this Contract in accordance with the provisions of this Contract; and WHEREAS, the Contractor desires to perform the project set forth in this Contract in accordance with the terms and conditions contained in this Contract; and WHEREAS, the City has implemented AmpliFund, an online Grant Management Software program (“AmpliFund”), for grant management, payment submission, accomplishment tracking, and additional responsibilities from the Contractor as needed for City monitoring; and NOW, THEREFORE, the City and Contractor mutually agree as follows: I. Project Scope of Services A. The Contractor shall perform or cause to be performed the project generally described as follows: Staffing to support the Mental Health Alternatives Program, a treatment-focused alternative to incarceration, for 12 adults living with mental health concerns who have been arrested for a misdemeanor offense in the City of Everett with the goal of reducing recidivism. This project is more specifically described in AmpliFund under Contract Number [HN-2023-17]. The project as described in AmpliFund is referred to in this Contract as the “Project.” B. The City agrees to reimburse the Contractor an amount not to exceed that amount described in Section III of this Contract. Such funds shall be expended during the Project Period as described herein in accordance with the provisions of this Contract and the rules, regulations and laws applicable to the expenditure of general fund monies by the City. C. Residents of the City of Everett, Washington must benefit from the Work funded in accordance with this Contract. For the purposes of this Contract, a resident of the City of Everett is a person who resides within the city limits established by the City’s Planning and Zoning maps.
