Attachment D-321UAS| National Priority (NP) Work Planof Seaftle PoliceSoft targets and crowded places are increasingly appealing to terrorists and other extremist actors becauseof their relative accessibility and the large number of potential targets. This challenge is complicated by theprevalent use of simple tactics and less sophisticated attack strategies. Segments of our society areinherently open to the general public, and by nature of their purpose do not incorporate strict securitymeasures. Given the increased emphasis by terrorists and other extremist actors to leverage lesssophisticated methods to inflict harm in public areas, it is vital that the public and private sectors collaborateto enhance security of locations such as transportation centers, parks, restaurants, shopping centers, specialevent venues, and similar facilities.Vehicle ramming attacks involve "a perpetrator deliberately rams a motor vehicle into a building, crowd ofpeople, or another vehicle," per the DHS and FBI "Terrorist Use of Vehicle Ramming Attacks". These attacksare emerging and prevalent threats. To mitigate this tactic, the Seattle Urban Area (UA) has identified onekey investment to sustain and enhance the NPA of Soft Targets and Crowded Places addressing the corecapability of Physical Protective Measures.As communicated in the 2020 UASI SPR, the associated capability gap that will be addressed is: There is aneed to protect soft targets, such as crowds gathered along a parade route or special event.lnvostment 3-l (ST): Regional Vehicle BarricadesThis project will fund the purchase of readily deployable vehicle barricades to be used to protect soft targetsin the UA as follows: three B Barrier Trailer Kits that each include 24 barriers, 3 trailers, and otheraccessories. ln addition, itwillfundthe purchaseof fiveArcher 1200 Barriers, t hauler, atowbar, and covertraining costs. Quantities may change due to actual costs.Nexus to terrorism: Vehicle barriers are an effective toolfor mitigating impacts and creating deterrence inany situation where soft targets or crowded places may be vulnerable to moving vehicles used as weaponsby terrorists.Soft targets are locations that are easily accessible to large numbers of people and have limited security andprotective measures available thus making them vulnerable to attack. These types of locations includesports venues, parades, shopping venues, schools, election polling locations, transportation systems, andother largely attended special events. By mitigating impacts and creating deterrence for weaponizedvehicles, these barricades will be used to secure events where crowd size and threat analysis identifies aneed. Threat analysis is conducted both by individualjurisdictions as well as by the Washington State FusionCenter. This project directly influences the Soft Targets and Crowded Places National Priority by stoppingextremist actors from leveraging less sophisticated methods to inflict harm in public areas.Past work in this NPA has included significant outlay of resources and equipment to provide soft targetprotection, including stationing water barriers, ecological concrete barriers, heavy equipment, and stationaryfirst responder personnel and vehicles in order to establish a protection corridor. Jurisdictions within the UAhave also utilized vehicle barriers through rental agreements with the vendor. ln order to rent the neededbarriers, the UA has been in competition with other cities across the country who have also requested barrierrentals for protection purposes. A FY20 UASI NPA project is purchasing 32 barricades for the UA whichbegan the work towards addressing the gap and supporting the NPA.Project partners include regional law enforcement agencies throughout the UA as well as the WashingtonState Fusion Center which provides threat analyses.Deployment coordination under this project will be through the UASI Law Enforcement (LE) Subcommitteewhich is comprised of LE Representatives from the three county, two city area.
