INTERGOVERNMENTAL AGREEMENT IGA-2023-03 <br />FOR <br />SNOHOMISH COUNTY DIVERSION CENTER PARTICIPATION <br />This intergovernmental agreement for services between Snohomish County and the City of <br />Everett (this "Agreement"), is made and entered into this 31 day of December , 2022, by and <br />between Snohomish County, a political subdivision of the State of Washington (the "County"), and the <br />CITY OF Everett, a municipal corporation of the State of Washington (the "City"). <br />In consideration of the mutual promises contained in this Agreement and the mutual benefits to <br />result therefrom, the parties agree as follows: <br />1. Purpose of Agreement. The County operates the Snohomish County Diversion Center (the <br />"Diversion Center"). The Diversion Center is a facility that provides temporary shelter and access to <br />basic programs to individuals, in an effort to provide those individuals with a stable source of housing <br />and services until alternative treatment or housing options become available. The purpose and intent of <br />this Agreement is to allow the City to refer individuals identified by the City for inclusion in the Diversion <br />Center Program in accordance with the rules and conditions set by the County. <br />2. Effective Date and Duration. This Agreement shall take effect upon execution by both Parties. <br />This Agreement shall remain in effect through December 31, 2023, unless earlier terminated pursuant to <br />the provisions of Section 13 below, PROVIDED HOWEVER, that the term of this Agreement may be <br />extended or renewed for up to three (3) additional one (1) year terms by written notice from the County <br />to the City, PROVIDED FURTHER that each Party's obligations after December 31, 2023, are contingent <br />upon local legislative appropriation of necessary funds for this specific purpose in accordance with <br />applicable law. <br />3. Administrators. Each party to this Agreement shall designate an individual (an "Administrator"), <br />who may be designated by title or position, to oversee and administer such party's participation in this <br />Agreement. The parties' initial Administrators shall be the following individuals: <br />County Administrator (HS): <br />Cammy Hart -Anderson <br />Behavioral Health Division Manager <br />Snohomish County Human Services <br />3000 Rockefeller Avenue M/S 305 <br />Everett, Washington 98201 <br />City Administrator: <br />Dan Templeman <br />Chief of Police <br />Everett Police Department <br />3002 Wetmore Avenue <br />Everett, WA 98201 <br />Either party may change its Administrator at any time by delivering written notice of such party's new <br />Administrator to the other party. <br />4. County Services. As described in this Section 4, and subject to the conditions set forth in <br />Section 5 below, the County will accept eligible individuals identified by the City (the "participants") for <br />participation in the Diversion Center program. The Diversion Center program will provide temporary <br />housing and access to basic services to eligible accepted individuals ("participants").
