<br /> <br />RESOLUTION NO. 7897 <br /> <br />A RESOLUTION authorizing reallocation of American Rescue Plan Act (ARPA) State and Local Fiscal <br />Recovery Funds (SLFRF) grant proceeds. <br /> <br />WHEREAS, <br />A. The City of Everett is the recipient of $20,695,570 from the Coronavirus Local Fiscal Recovery <br />Fund, as authorized by the American Rescue Plan Act (ARPA). These funds must be spent within <br />the guidelines established by the U.S. Treasury. <br />B. To date, $1,879,237 of the City’s ARPA allocation has been spent on projects approved by <br />Council via Resolutions 7775, 7817, and 7878. <br />C. ARPA funds can be used to fund labor and Public Safety is one of the City’s top priorities and the <br />City desires to minimize the risk of a reduction in funding. <br />D. The Everett Forward Grant Program is an authorized use of ARPA funding under the Final Rule’s <br />Economic Harm eligibility criteria, but not under Washington State rules for the expenditure of <br />governmental funds. Approximately $1,163,000 in unspent Everett Forward Grant Programs <br />funding will remain in the grant fund until consumed or reclaimed by the federal government. <br />E. To ensure that the community will benefit from the City’s full allocation, it is in the community’s <br />best interest to reallocate the unspent ARPA funds to reimburse the General Fund for Police and <br />Fire labor costs, except for funds set aside for Everett Forward Grant Programs 1 and 2. <br />F. A City-sponsored COVID recovery fund will be created using capacity created in the General <br />Fund after the reimbursement is complete. The City-sponsored COVID recovery fund will be <br />used to carry on the programs originally approved in Resolutions 7775, 7817, and 7878, and <br />additional programs and projects approved through future Council Resolutions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br /> <br />1. Allocation. The City Council determines to use $18,053,065 from the Coronavirus Local Fiscal <br />Recovery Fund for 2023 Police and Fire Department labor costs. <br />2. City-sponsored COVID Recovery Fund. The City will create a City-sponsored COVID recovery <br />fund with capacity created from the Police and Fire Department labor reimbursement. <br />3. COVID Recovery Fund Projects. The City will transfer projects originally approved in Resolutions <br />7775, 7817, and 7878 to the new COVID Recovery Fund.
