-,„ Section 3: There is hereby estaulished a local improvement district to be called Local Tmpro vement District No. 536 , which district shall include the following described property, located in Everett , Snohomish County, Washington, to-wit: Lots 17 , 18, end 19, Block 219, Bailey Addition to Everett; Lots 14, 15 and 16, Block 220, Bailey Addition to Everett ; All that property on Oakes Avenue that lies South of Block 220 , Bailey Addition to Everett , and the North line of Southwest ,uarter of Southwest 'Quarter of Northwest Quarter, Section 17 , Township 29 North Range 5 E. W. M. , and the East line of Oakes Avenue and the West line of the alley in Block 220, Bailey Addition to Everett produced South, and also all that property that lies South of Block 219, Bailey Addition to Everett and the North line of Southwest ,uarter of Southwest r:;,uarter of Northwest Quarter, Section 17 , Township 29 North, Range 5 East W. M. , and the West property line of Oakes Avenue end the Eas line of the alley in Block 219 , Bailey Addition to Everett produced South. SECTION 4: A special fund is hereby created to be called Local Improvement District Fund No. 536 , which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots and parcels of land in the said Local Improvement District, and the proceeds of the sale of bonds in said district , for the purpose of defraying the cost and expense of such improvement. Out of said fund shall be paid the bonds and interest thereon, and the cost of materials, fixed estimate and all other expenses in connection with said improve- ment , except the amount oo ntr ibuted by the Federal Government under WPA for labor. Section 5 : The costs and expenses of such improve- ment shell be defrayed only in the manner set forth in this ordinance. The cost of such improvement to be borne by the property in said district shall be defrayed by special assess- ment, payable in F. ve (5) annual installments with interest at the rate of 5 per cent per anmun, under the mode of payment by bonds as provided by law and the ordinances of said city. Bonds bearing interest at the rate of 5 percent per annum payable on or before 7 years from date of issue shall be issued in payment of the cost and expense of such improvement assessed against the property in said district, or kx the City of Everett may, at its election, sell the bonds and make payment in cash in the manner Provided by the ordinances of said City.
