�, .. ORDINANCE No. 2806. AN ORDINANCE providing for the improvement of Alverson Boulevard from Eighth Street to Northerly line of Lot Four ( 4) , Block One Hundred Eight (108) , Grandview addition to Everett, also Rucker Avenue from One Hundred Fifty (150) feet North of Ninth Street to Alverson Boulevard, also Naulsby Lane from Alverson Boulevard to North end of said M:aulsby Lane by installa- tion of water mains and their necessary appurtenances, and doing all work necessary to make a complete improvement ; creating an assessment district ; creating a local improvement district fund therefor; providing that the payment of said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under WPA plan of the Federal Government . WHEREAS, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the City Council and upon examination thereof the said City Council has found the things set forth therein to be true ; and 17BERE,AS, the said petition has been referred to the Coi.imissioner of Public Works to be examined by the said Cor !iissioner and the City Engineer and the Commissioner of Public Works has filed with the City Council all data and information as required by law; and WHhIZEAS, said Commissioner of Public Works has recommended to the City Council that said improvement petitioned for be made and it appearing to the City Council that the 7-ublic health, convenience and necessity require that such improvement be made. NOW, `H'.�REFORE , the City of Everett Does Ordain: SECTION 1: That Alverson Boulevard from Eighth Street to Northerly line of Lot Four (4) , Block One Hundred Eight (108) , Grandview addition to Everett, also Rucker Avenue from One hundred Fifty (150 ) feet Worth of Ninth Street to Alverson Boulevard, also Maulsby Lane from Alverson Boulevard to Forth end of said Naulsby Lane be improved by installation of water mains and their necessary appurtenances, and doing all work necessary to make a complete improvement , all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. SECTTIO-N 2: That the cost and expense of all materials required to make a complete improvement, the fixed estimate end all other expenses of every kind , except cost of labor contributed by the Federal Government under IRTPA, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shell not be liable in any manner for the cost and expense of such improvement, except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett.
