7 • S •. • A I , ORDINANCE No. a-- { 9 AN ORDINANCE providing for the improvement of Spruce Street from 33rd Street to 34th Street by installation of a sewer and its necessary appurtenances, and doing all other work necessary to make a complete improvement; creating an assessment district ; creating a local improvement district fund therefor; providing that the payment of said improvement be made by special assessment on the property in Enid district under the mode of payment by bonds for materials used, fixed estimate and all other expenses, except cost of labor furnished by federal funds under WPA plan of the Federal Government. WEERhAS, by Resolution No. 4462 of the City of Everett the City Council has declared its intention to order the improvement as above outlined, and doing all other work in connection therewith to make a complete improvement, in accord- ance with the plans and specifications prepared by the City Engineer of the City of Everett. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Spruce Street from 33rd Street to 34th Street be improved by installation of a sewer and its necessary appurtenances, and doing all other work necessary to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of all materials required to make a complete improvement, the fixed estimate and all other expenses of every kind, except cost of labor contributed by the Federal Government under WPA , shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for the cost and expense of such improvement, except as provided in Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3: There is hereby established a local improvement district to be called local improvement District No. ,sc:31t which district shall include the following described property, located in Everett, Snohomish County, Washington, to-wit: Lots 1 to 17 inclusive, Block 802, Everett Land Company' s First Addition to Everett; Lots 1 to 16 inclusive, Block 803, Everett Land Company's First Addition to Everett.
