AN ORDINANCE providing for the improvement of Paine Avenue from 39th Street to 41st Street and heDougal _zvenue from 39th Street to 38th Street by the installation of a seNaer and its necessary appurtenances, and doing all other work necessary to make a complete improvement ; creating an assessment district ; creating a local improvement district fund therefor ; providing that the payment for said improvement be made by special assessment on the property in said district under the mode of payment by bonds for materials used, fixed estimate and all other expenses , except cost of labor furnished by federal funds under ',TA plan of the r' deral Government . '.'v'EEREAS, by resolution No . 4457 of the City of Everett the City Council has declared its intention to order the improvement as above outlined, and doing all other work in con- nection 4,4 therewith to make a complete improvement in accordance with the plans and specifications prepared by the City Engineer of the City of Everett. C' , THEREFORE, Ti'a CITY OF EVERETT DOES ORDAIN: Section 1 : That Paine Avenue from 39th Street to 41st Street and .;cDougal Avenue from 39th Street to 38th Street be improved by installation of a sewer and its necessary appurtenances , and doing all other work necessary to make a complete improve- ment , all according to the plans and specifications prepared under the direction of the City Engineer, which plans and specifications are hereby adopted and a; proved. Section 2 : That the cost and expense of all materials required to make a complete improvement, the fixed estimate and all other expenses of every kind, except cost of labor contributed by the L+'ederal Government under .:T✓A, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for The cost and expense of such improvement except as provided in Chapter 141 , Session Laws of 1923, or acts amendatory thereto , and the ordinances of the City of Everett . Section 3: There is hereby established a local improve- ment district to be called Local Improvement District No. 533, which district shall include the following described property , located in Everett , 'Snohomish County, Washington: rest Half of Block 24, Sines £cr.e Tracts west Half of Block 33, Sines Acre Tracts East Half of :.clock 34, Sines Acre Tracts East Hal; of Block 37 , Sines Acre Tracts '?est Half of Block 38, Sines Acre Tracts Section 4: A Special fund is hereby created to be called Local Improvement District Fund No. 533, which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots and parcels of land in the said local improve- ment district , and the proceeds of the sale of bonds of said district , for the purpose of defraying the cost and expense of such improvement .
