Lodging Tax Gran t Memorandum

This Memorandum created this _24_ day of March 2023, by the City of Everett, a municipal corporation
under the laws of the State of Washington, hereinafter referred to as the “City,” memorializes an
allocation, not to exceed twenty-five thousand dollars ($25,000) of the City’s Lodging Tax revenue to the
City Placemaking Manager, Tyler Chism, to be used for tourism promotion and operation in connection
with Everett’s Fourth of July event.
City of Everett Lodging Tax revenue is allocated for the purpose of encouraging tourism within the City,
with a particular focus of attracting potential tourists living outside of the City. Therefore, the
Placemaking Manager will use the funds allocated under this memorandum to provide tourism
promotion for Everett’s Fourth of July event. “Tourism promotion” means, for the purpose of this
Agreement, activities, operations, and expenditures designed to increase tourism, including but not
limited to advertising, publicizing, or otherwise distributing information for the purpose of attracting
and welcoming tourists; developing strategies to expand tourism; operating tourism promotion
agencies; and funding the marketing of or the operation of special events and festivals designed to
attract tourists. The Placemaking Manager shall, in accordance with his 2023 proposal, which proposal is
attached and incorporated herein by reference, use all funds to support the festival and to promote the
event through a variety of digital and traditional marketing strategies.
As a condition of the allocation, the Placemaking Manager must, within thirty (30) days of the end of the
event, submit an Economic Impact Report, including, at a minimum the actual number of people
attending the event to Simone Tarver, project manager (starver@everettwa.gov):
• Traveling for business or pleasure on a trip away from their place of residence or
business and staying overnight in paid accommodations.
• Traveling for business or pleasure on a trip to a place fifty miles or more one way from
their place of residence or business for the day or staying overnight; and
• Traveling for business or pleasure on a trip from another country or state outside of
their place of residence or their business.

Cassie Franklin, Mayor Date
cc: Tyler Chism, Heidi Brilliantes, Simone Tarver
Cassie Franklin 03/28/2023
