One of the most significant changes seen during 2021-2022 involved changes in laws that were <br />applicable to drug use and possession. This is evident in some of the arrest data that is depicted below. <br />Of particular note is the "drug equip violation" that encompasses Possession of Drug Paraphernalia. This <br />lead to a change from 171 arrests in 2021 to 0 in 2022 as paraphernalia possession was no longer <br />criminal. As substance complaints increased, so did emphasis patrols resulting in a spike of "Loitering — <br />Drug Act" arrests. The "Drug/Narc Violation" column is primarily composed of offenses related to drug <br />possession and drug trafficking. The misdemeanors in this category began to rise in 2022 and will likely <br />continue to do so. The state law changes of 2021 required two documented diversions be given before <br />criminal charges could be filed for simple drug possession.
