9.3 Project Information/Pre-Proposal Conference <br /> A Virtual Project Information/Pre-Proposal Conference will be held at the time and date identified <br /> in RFP Section 2.2 unless modified by addendum. The meeting link must be requested no later <br /> than noon on November 15, 2022, by emailing tbauccio(a�everettwa.gov to RSVP for the <br /> meeting. <br /> Prospective GC/CM firms are strongly encouraged to attend. The Project Information/Pre- <br /> Proposal Conference intends to provide information about the Project and assist the contractor's <br /> understanding of the requirements of the RFP. Contractors are encouraged to submit questions <br /> before the Conference to enable the Owner or GC/CM Consultant to prepare responses. All <br /> questions shall be submitted via electronic mail (E-mail)to tbauccio a(�everettwa.gov or through <br /> the EPIC Portal at: https://www.everettwa.00v12711/Everett-Procurement-Information-Contract. <br /> Questions will also be encouraged and welcomed during the Conference. However, they should <br /> still be sent via e-mail following the Conference so they can be addressed by addendum. <br /> 9.4 Questions and Comments from Prospective GC/CM Firms <br /> Oral interpretations of the RFP shall not be provided. All RFP questions and comments from <br /> prospective GC/CM Firms shall be submitted in writing to the Owner no later than t h e <br /> date specified in Section 2.2 — Anticipated Schedule or as modified by addendum. Oral <br /> explanations or instructions are not binding. Any information modifying the RFP will be <br /> furnished solely by a written addendum. Communications concerning this RFP with other <br /> than the persons listed below may cause a prospective GC/CM Firm to be disqualified. <br /> All questions and comments regarding this RFP must be submitted electronically via <br /> https://www.everettwa.gov/2713/Bid-opportunities or may be submitted in writing directly to: <br /> Theresa Bauccio-Teschlog, MBA, NIGP-CPP, CPPB <br /> Procurement Manager <br /> City of Everett <br /> E-mail:tbauccio a(�everettwa.gov <br /> Phone: (425) 257-8901 <br /> 9.5 Cost and Return of RFP Proposals and RFFP Final Proposals <br /> Prospective GC/CM Firms are responsible for all costs of preparing and submitting an RFP <br /> Proposal,an RFFP Final Proposal,and participating in the GC/CM Firm selection process. The <br /> RFP Proposal, RFFP Final Proposal, and related documents remain the property of the Owner <br /> and shall not be returned. <br /> 9.6 Collusion or Improper Contact <br /> The Project Information/Pre-Proposal Conference and Interview shall be the only opportunity <br /> for candidates to speak directly with representatives of the Owner, design team, and GC/CM <br /> Advisor regarding the Project and selection process. Any other contact with the Owner's <br /> staff, design team members, or GC/CM Advisor regarding this RFP, other than communications <br /> identified in Section 9.4, is strictly prohibited. GC/CM Firms violating this prohibition may be <br /> disqualified from the competition. <br /> 9.7 Public Disclosure <br /> 9.7.1. General. All materials(including,for example, all RFP Proposals and RFFP <br /> Final Proposals) submitted in response to this RFP or the RFFP shall <br /> become the property of the City of Everett and will not be returned. Selection <br /> or rejection of a GC/CM firm does not affect this.
