0 0 <br /> on the exterior wall and a view of the interior, through the window on the main door, <br /> revealed the interior had been significantly gutted with wall covering removed, studs <br /> fully exposed and/or replaced and apparent new wiring and likely new plumbing. <br /> A. The unpermitted alterations to the structure without required permits and approvals <br /> are violations of International Residential Code (IRC) R105.1, which reads: <br /> IRC R105.1 Required. <br /> Any owner or authorized agent who intends to construct, enlarge, alter, repair, <br /> move, demolish or change the occupancy of a building or structure, or to erect, <br /> install, enlarge, alter, repair, remove, convert or replace any electrical, gas, <br /> mechanical or plumbing system, the installation of which is regulated by this code, <br /> or to cause any such work to be done, shall first make application to the building <br /> official and obtain the required permit. <br /> B. The unpermitted alterations render the structure Unlawful as defined by the <br /> Internatiional Property Maintenance Code (IPMC) 108.1.4, in violation of <br /> IPMC 106.1, which read: <br /> IPMC 108.1.4 Unlawful structure. <br /> An unlawful structure is one found in whole or in part to be occupied by more <br /> persons than permitted under this code, or was erected, altered or occupied <br /> contrary to law. <br /> IPMC 106.1 Unlawful acts. <br /> It shall be unlawful for a person, firm or corporation to be in conflict with or in <br /> violation of any of the provisions of this code. <br /> - 5. Corrective Action, Deadline <br /> If the Respondent completes the following corrective action by the date listed below, <br /> and is not a repeat violator, the respondent may enter into an agreed order as <br /> described in Section 7 below. <br /> a) The structure must remain vacant and secure until occupancy is approved by <br /> the City of Everett. <br /> b) Contact the City of Everett Building and Planning Divisions located at 3200 <br /> Cedar Street to apply for and obtain all of the necessary and required permits <br /> and approvals to bring the accessory structure into compliance with the <br /> Everett Municipal Code.
