Stormwater Pollution Prevention Plan 1.0 Introduction This Stormwater Pollution Prevention Plan (SWPPP) has been prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements for the proposed site grading for Smith Island Terminal, LLC. The project is located at 3620 36th P1 NE, Everett, Washington 98201 within a portion of Section 5, Township 29 North, Range 5 East, WM. The project site is currently zoned as M-2 (Heavy Manufacturing) and is comprised of the following tax parcels: 29050500100600, 29050500400200, 29050500100400, 29050500400500, and 29050500101300. The site is bounded to the south by Pacific Topsoils Inc, to the west by Cedar Grove Composting, to the north by the Union Slough and to the east by the Burlington Northern Santa Fe Railroad. Concrete Nor'west occupies parcel number 29050500400200. Smith Island Terminal is proposing to place fill material within the above mentioned parcels for future development of the site. The grading and fill of the site is to occur in multiple phases due to the current operation of Concrete Nor'west's facilities and to maintain access to Cedar Grove Composting. The total area of the six parcels is 68 acres. Approximately 52 acres will be affected by the grading and fill activity. Construction activities will include grading of the site and related swale and drainage construction. The fill material will be sourced from onsite and brought in from off-site. The purpose of this SWPPP is to describe the proposed construction activities and all temporary and permanent erosion and sediment control (TESC) measures, pollution prevention measures, inspection/monitoring activities, and recordkeeping that will be implemented during the proposed construction projects. The objectives of the SWPPP are to: 1. Implement Best Management Practices (BMPs) to prevent erosion and sedimentation, ' and to identify, reduce, eliminate or prevent stormwater contamination and water pollution from construction activity. 2. Prevent violations of surface water quality, ground water quality, or sediment management standards. ' 3. Prevent, during the construction phase, adverse water quality impacts including impacts on beneficial uses of the receiving water by controlling peak flow rates and volumes of stormwater runoff at the Permittee's outfalls and downstream of the outfalls. This SWPPP was prepared using the Ecology SWPPP Template downloaded from the Ecology website. It is based on the requirements set forth in the Construction Stormwater General Permit and the Stormwater Management Manual for Western Washington(SWMMWW 2005). The p report is divided into seven main sections with several appendices that include stormwater related reference materials.
