I <br /> EXECUTIVE SUMMARY <br /> I The proposed project intends to add 47 new parking stalls to the existing parking lot at 1800 41st St NE. <br /> The subject parcel is occupied by an existing office building, and the additional parking is needed to <br /> attract new commercial tenants to the building. The project is located in the northwest quarter of Section <br /> I 32, Township 29 North, Range 5 East,W.M, and occupies portions of the following Snohomish County <br /> Tax Parcel Numbers: <br /> 00620800000002 00582201900100 <br /> I00582202700200 29053100100900 <br /> A vicinity map has been provided as Figure 1 of this report. <br /> I Most of the proposed parking improvements will be constructed primarily over areas that are currently <br /> occupied by landscaping and lawn. However, approximately 15-stalls will be constructed in a forested <br /> area that has not previously been cleared. <br /> I The project is required to provide stormwater management facilities meeting the requirements outlined in <br /> the City of Everett's Stormwater Management Manual. This manual requires compliance with several <br /> minimum requirements, each of which is discussed in a section of this report. The existing parking lot is <br /> I currently served by a combined sewer system, which carries both sanitary sewer and storm drainage. <br /> This existing combined sewer is treated at the City's wastewater treatment plant, but as such, large storm <br /> events can cause the treatment plant to experience high wastewater loads. For this reason,the City is <br /> seeking to separate storm drainage and sanitary sewer systems. This project intends to install a <br /> I stormwater detention and treatment system that will not provide a new net contribution to the combined <br /> sewer system. <br /> I This project is proposing several small banks of additional parking stalls, and it would be difficult to collect <br /> and detain each new area in a single system. With that in mind, stormwater runoff from these new areas <br /> will be routed to the combined sewer system. As compensation, an equivalent(or slightly larger)area of <br /> the existing parking lot that is tributary to the combined sewer will be taken off-line, and routed to new <br /> I detention and treatment facilities.
