Funding <br />is provided by Fund 401 - Water & Sewer Utilities find. <br />Project summary statement: <br />The Utilities division of Public Works owns approximately 65 acres of industrial zoned property at <br />the EPIC, or Riverpoint, site located at 4015 Railway Avenue. This property has been under <br />various industrial uses for many years, much of it by Kimberly-Clark (KC). <br />This site was identified by the Public Works Site Selectin Study, completed in December 2021, as <br />the primary site for a future Public Works Operations & Maintenance Center to replace the aging <br />facilities at 3200 Cedar. <br />Over many years various environmental and geotechnical studies have been completed by <br />various entities including KC, the City of Everett and others. This work is a scientific literature <br />review and summary of these various studies for the purpose of determining what additional <br />geotechnical and environmental work may be needed. <br />HWA GeoSciences was selected from the MRSC Roster for this work. This action establishes a <br />Professional Services Agreement (PSA) to complete this work. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Professional Services Agreement with HWA GeoSciences in the <br />amount of $84,588.00, in substantially the form provided, for review and analysis of existing <br />Geotechnical and Geoenvironmental data associated with the EPIC (Riverpoint) site. <br />
