June 14, 2023 <br /> <br />3 <br /> <br /> <br /> <br />AGREEMENT – EMERGENCY MANAGEMENT PERFORMANCE GRANT <br /> <br />To authorize staff to apply for and, if awarded, authorize the Mayor to sign all necessary and <br />required documents to accept an Emergency Management Performance Grant in the amount <br />of $61,422. <br /> <br />AGREEMENT AMENDED - INDIGENT DEFENSE SERVICES <br /> <br />To authorize the Mayor to sign Amendment No. 1 to the agreement for Indigent Defense <br />Services with Everett Law Association for a five-year extension term in the estimated amount <br />of $1,200,000 annually. <br /> <br />MEMORANDUM OF UNDERSTANDING – WAGES AND WORKING CONDITIONS <br /> <br />To authorize the Mayor to sign the Memorandum of Understanding between the City of Everett <br />and Amalgamated Transit Union Local 883 regarding wages and working conditions. <br /> <br /> <br />Roll was called with all council members voting yes except Council Member Tuohy, who was <br />excused. <br /> Motion carried. <br /> <br /> <br />BRIEFINGS: <br /> <br />COUNCIL BILL 2306-34 <br /> <br />FIRST READING: <br /> <br />AN ORDINANCE relating to violation of court orders, amending Chapter 10.13 Everett <br />Municipal Code <br /> Presented by Lacey Offutt, Legal <br /> <br />Discussion ensued with Lacey answering Council questions. Council Member Fosse requested if <br />there is data that proves that a gross misdemeanor deters further unlawful activity more than <br />another misdemeanor. Council Member Zarlingo requested a typical jail sentence served on a <br />stay out of drug order violation. Lacey stated she would provide information regarding <br />misdemeanor vs. gross misdemeanor and the jail sentences for those violations. <br />
