♦ J ORDINANCE No. 2738 AN ORDINANCE providing for the improvement of Hewitt Avenue in the city of Everett , from ..:rand Avenue to the brick pavement East of Federal Street , by removal of old wood blocks, construction of one course Portland cement concrete pavement, new concrete curbs, repairing concrete sidewalks as found necessary, installation of necessary drainage , and doing all other work necessary in connection therewith to make a complete improvement , all in accordance with £esolution No. 4259 of the city of Everett, creating an assessment district , creating a local improvement district fund therefor, providing that said improvement be made by special assessment not to exceed Thirty ( 300) per cent, plus fixed estimate, of the cost thereof upon property in said district under the mode of payment by bonds and the balance by funds allocated from the Washington State iotor Vehicle Fund and, by Federal grant y to the said city. and repealing ordinance i. o. 26„1 oi e City of Everett. WHEREAS, by Resolution No. 4259 of the City of Everett, the City Council has declared its intention to order the improvement as above outlined and doing all other work nec- essary in connection therewith, to make a complete improvement in accordance with plans and specifications prepared by the City Engineer;7j (� THE CITY OF ��jT� DOES ORDAIN: ,^ NOW, THEREFORE, T i.f_'J C I�.1 JJ YERETT ORDA1.1.E Section 1: 1 That Hewitt Avenue , from rand Avenue to the brick pavement East of Federal Street, be improved by the removal of old wood blocks, construction of one course Portland cement concrete pavement, new concrete curbs, repairing concrete sidewalks as found necessary , installation of necessary drainage, and doing all other work on tie entire district necessary in connection therewith to make a complete improvement according to the plans and specifications prepared under the direction of the city Engineer, which plans and specifications are hereby adopted and apwroved. Section 2: That the cost and expense of such improvement , including all necessary and incidental expene s, not to exceed Thirty percent (30,% ) , plus fixed estimate, shall be borne by and assessed against the property included in the Assessment Distrjct herein created in accordance with law. 'Tile remaining amount not charged by the district shall be paid for out of funds allocated from the Washington State motor Vehicle Fund to the City of .Cverett and by Federal grant. The city _f Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement , except as provided in Chapter 141, Session Laws of Washington, 1923, and ordinance No.. 2126 of the City of Everett. Section 3: There is hereby established a local improvement district to be called Local improvement District No. 514 , which district shall include the following described property, to-wit:
