RESOLUTION Page 2 of 2 <br />E.The “Executive Determination under RCW 35.80A.010 by Mayor Cassie Franklin Regarding the <br />Waits Motel” dated July 6, 2023, a copy of which is attached to this Resolution as Exhibit A. In <br />the Executive Determination, Mayor Franklin determined that the Waits Motel constitutes a <br />threat to public health, safety and welfare. <br />F.The Declaration of Everett Police Chief Dan Templeman dated July 5, 2023, is an attachment to <br />the Executive Determination. The Templeman Declaration includes many examples of the Waits <br />Motel as a venue for persons engaging in illegal drug and other criminal activity and as a threat <br />to public health, safety and welfare. The Templeman Declaration also shows that the Waits <br />Motel has been associated with illegal drug activity during the previous twelve months. <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br />Section 1. The “WHEREAS” provisions of this resolution shall constitute findings, determinations, <br />and conclusions of the City Council, which are incorporated by reference as if fully set forth herein. <br />Section 2. The City Council has considered the Executive Determination that the Waits Motel <br />constitutes a threat to public health, safety and welfare; the Templeman Declaration that shows, among <br />other things, that the Waits Motel has been associated with illegal drug activity during the previous twelve <br />months; and the comments, if any, from the public regarding this resolution at the regular City Council <br />meeting on July 12, 2023.
