CITY OF EVERETT Public Works RIGHT OF WAY CERTIFICATION January 24, 2023 Project Title: Everett Station Non-Motorized Access Improvements Anticipated Ad Date: March 6, 2023 Anticipated Bid Opening: March 28, 2023 Local Agency: City of Everett RIGHT OF WAY CERTIFICATION The Everett Station Non-motorized Access Improvements project will build 1,100 linear feet of pedestrian and bicycle improvements on Wall Street/Paine Avenue between the Angel of the Winds Arena at Wall Street and Broadway and Everett Station on Paine Avenue. Pedestrian improvements include: •Construction of 1,100 linear feet of continuous pedestrian facility with brick pattern decorative surfacing. •Installation of pedestrian level lighting. •New, ADA compliant curb ramps at Wall Street and McDougall Avenue and at the entrance to the Everett Station visitor parking lot at 3102 Paine Ave. •New, marked on-street accessible parking spaces on all blocks within the project limits. Bicycle improvements include: •Construction of 1,100 linear feet of continuous bicycle wayfinding, including signage with distances to local destinations and pavement markings. •Bicycle detection at Wall Street and Broadway. Traffic calming elements include: •Road diet, narrowing vehicle lanes from 12 feet to 10.5 feet or 11 feet •Construction of flagstone-pattern decorative surfacing flush bulb outs at the intersections of Wall Street and Broadway and Wall Street and McDougall Avenue. Construction plan sheets, including right of way plan sheets, are attached. All work done for public permanent improvements for the project will be done within City of Everett right of way. The project requires removal of approximately 365 square feet of landscaping and chain link fence constructed by MI Fluid Power Solutions on Paine Avenue within City of Everett right of way. MI Fluid Power Solutions will be reimbursed for the loss of these improvements.
