1 <br /> (ce) "Traffic Devices. " All signs, signals, <br /> markings and devices not . inconsistent- with this ordinance placed <br /> or erected by authority of a public body or official having <br /> jurisdiction, for the purpose of regulating, warning or guiding <br /> traffic. <br /> (dd) "Vehicle. " Every device capable of being <br /> moved upon a public highway and in, upon or by which any person <br /> or property is or may be transported or drawn upon a public <br /> highway, excepting devices moved- by human or animal power or <br /> used exclusively upon stationary rails or tracks. <br /> Words and phrases used herein in the past, present or <br /> future tense shall include the past, present and future tenses; <br /> words and phrases used herein in themaasculine , feminine or <br /> • neuter gender shall include the masculine , feminine and neuter <br /> genders; and words and phrases used herein in the singular or <br /> plural shall include the singular and plural, unless the context <br /> thereof shall indicate to the contrary. <br /> Section 2.- During the hours of darkness every <br /> bicycle shall be equipped with one lamp on the front, exhibit- <br /> ing a white light visible from a distance of at least five <br /> hundred (500) feet to the front and with a lamp on the rear, <br /> exhibiting a red light visible from a distance of five hundred <br /> (500) feet to the rear; excepting that a red reflector meeting <br /> the requirements of this ordinance may be used in lieu of a <br /> rear light. <br /> Section 3: At all times during hours of darkness <br /> at least two ( 2) lighted headlamps shall be displayed , one on <br /> each side at the front of every motor vehicle , and one lighted <br /> red rear lamp , except when such vehicle is parked subject to <br /> the regulations governing lights on parked vehicles. <br /> Section 4: Every motor vehicle , other than a <br /> motorcycle , when operated upon a public highway shall be equipped <br /> with brakes adequate to control the movement of and to stop and <br /> to hold such vehicle , including two separate means of applying <br /> such brakes, each of which means shall be effective to apply <br /> the brakes to at least two wheels. if these two separate means <br /> of applying the brakes are connected in any way, they shall be <br /> so constructed that the failure of any one part of the operating <br /> mechanism shall? not leave the motor vehicle without brakes on <br /> at least two wheels on the same axle. <br /> Every motorcycle and bicycle , when operated upon a <br /> public highway shall be equipped with afleast one friction <br /> brake , which may be operated by hand or foot. <br /> Every trailer or semi-trailer of a gross weight , in- <br /> cluding load, of two thousand (2,000) pounds or more , when <br /> operated upon a public highway shall be equipped with brakes <br /> adequate to control the movement of and to stop and to hold such <br /> vehicle and so designed as to be applied by the driver of the <br /> towing motor vehicle from its cab. <br />
