Approval of the sole source resolution will allow Public Works to replace non-serviceable <br />pumps. The anticipated spend is approximately $370,000 for the replacement of these pumps. <br />Procurement policy requires the approval of sole sources exceeding $250,000 in a calendar year. <br />Project summary statement: <br />The City has a quantity of three reclaimed water pumps located at the Water Pollution Control <br />Facility (WPCF). These pumps provided reclaimed effluent water for process control at the plant. <br />Currently, two have reached the end of their service life and need replacement. The two pumps <br />that need to be replaced were installed in the late 1980s and had an expected lifespan of 20 <br />years. The City has installed Flowserve pumps at the WPCF since the early 2000s to maintain <br />consistent operations at the plant. <br />APSCO LLC is the exclusive representative for sales and support of the Flowserve brand in the <br />state of Washington. These pumps are expected to last for decades with proper repair and <br />maintenance. This sole source request is to purchase replacement Flowserve parts at the City as <br />needed. City forces will install and maintain the pumps. <br />Recommendation (exact action requested of Council): <br />Adopt a Resolution waiving public bidding requirements and approving a multiple-year sole <br />source purchase of Flowserve Pumps and Parts to APSCO, LLC. <br />
