The current request for <br />shelters will be purchased with Housing and Urban Development Community Project funding <br />Economic Development initiatives which are accounted for in Fund 155, General Government <br />Special Projects. This capital investment is well-aligned with the City’s housing directives and <br />principles. <br />To date, the City has spent $131,985 with Pallet SPC. This request is for an additional $263,836.94 <br />with Pallet SPC. City Procurement Policy requires the adoption of a resolution for sole source <br />purchases greater than $250,000. <br />Project summary statement: <br />There is an urgent need for additional shelters for chronically homeless individuals living in Everett. <br />The number of unhoused people has grown by around 50% since the onset of the pandemic, while <br />at the same time, the need for social distancing reduced the available shelter capacity in the <br />region. The addition of eight (8) family shelters will help stabilize up to 32 people for up to ninety <br />days. Once sheltered, providers will be better able to connect the families with services to begin <br />moving toward permanent housing. In addition to the cost of acquiring the pallet structures, <br />additional site work will be needed. If necessary, additional budget authority for site work will be <br />requested at a future date. <br />Pallet SPC, a social purpose corporation, is the manufacturer and sole provider of patented pallet <br />shelters. The pallet shelters are the only known portable shelter on the market that can be put <br />together quickly with no required tools. They are made of 100% inorganic material- making them <br />mold, mildew, and rot-resistant. Each shelter comes with a smoke detector, carbon monoxide <br />monitor, egress door, and fire extinguisher. <br />Recommendation (exact action requested of Council): <br />Adopt the resolution waiving public bidding requirements, approving a multiple year sole source <br />purchase award, and authorize the Mayor to sign a contract with Pallet SPC to purchase eight <br />shelters and two - 2-stall bathroom units in the amount of $263,836.94, including Washington <br />state sales tax. <br />
