Project summary statement: By adopting Ordinance No. 3936-23 earlier this year, the Council responded to the recent extraordinary inflation experienced in the global economy. The amendment raised the cap of the Downtown BIA’s annual assessment increase from 3% to 5%. The 2% increase will allow the BIA to meet it expenses while not placing an undue burden on the downtown property owners that pay the assessment. This proposed ordinance takes the necessary housekeeping step of amending the Downtown BIA Budget in Ordinance No. 3783-20. The budget controls the amount the city expends to the Downtown Everett Association to implement the BIA contract. This proposed Ordinance raises the budget additional 2% for years 2023 and 2024 before dropping it back to 3% in 2025. Recommendation (exact action requested of Council): Adopt Ordinance changing the Downtown Business Improvement Area (BIA) Budget, amending Ordinance No. 3582-17, as amended.
