<br />RESOLUTION Page 2 of 3 <br />compliance and administration of ARPA funds and projects as needed <br />($250.000). <br /> <br />C. On May 31, 2023 Council passed a resolution to create a City-sponsored COVID Relief <br />Program which will be used to carry on the programs originally approved in Resolutions <br />7775, 7817, and 7878, and additional programs and projects approved through future <br />Council Resolutions. These funds must be spent within the legal authority/guidelines of the <br />City’s General Fund. <br /> <br />D. In accordance with City Council direction, City staff has brought forward to City Council the <br />following additional projects and initiatives that are ready for implementation: <br /> <br />Project/Initiatives Description Estimated Cost: <br />Housing Hope Childcare with Workforce Development <br />Provide funds to support the capital development of a New Tomorrow’s Hope Child <br />Development Center, which will provide 230 childcare slots and a childcare workforce <br />job training program to increase the number of qualified early childhood educators for <br />childcare facilities in Everett and the County. <br />$1,000,000 <br />Everett Community College Early Learning Center <br />Fund one year of administrative operations to allow for continued re-building of ELC <br />program following threat of closure in 2021. <br />$150,000 <br />Compass Health Intensive Behavioral Healthcare Services <br />Provide funds to support the capital development of Phase 2 of Compass <br />Health’s three phased transformation of their campus on Broadway. This phase <br />includes an additional 16 bed inpatient evaluation and treatment unit and high- <br />intensity behavioral health services. <br />$1,000,000 <br />Total Request $2,150,000 <br /> <br />E. The purpose of this resolution is to authorize the City to implement these projects and initiatives. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br /> <br />1. Allocation. The City Council determines to use an amount not to exceed $2,150,000 of the <br />City’s funds from the Coronavirus Local Fiscal Recovery Fund for the projects and initiatives <br />listed in Recital D above. <br /> <br />2. Authority to Proceed with Implementation. In accordance with the applicable laws and <br />regulations that govern Coronavirus Local Fiscal Recovery Fund, the Mayor is authorized to <br />proceed to implement the projects and initiatives listed in Recital C above. City staff is <br />directed to bring to City Council any items that City Council must approve to implement <br />these projects and initiatives, including, for example, any necessary budget amendment(s), <br />ordinances, or additional resolutions. In accordance with and to the extent required by the <br />City’s Procurement Policy, staff will also bring to City Council the contracts, requests for <br />proposals, calls for bids, and other procurement matters as may be necessary for <br />implementation of these projects and initiatives. <br /> <br />3. Quarterly Briefings. City staff shall provide briefings to City Council on the status of <br />implementing these projects and initiatives on a quarterly basis.
