Page 11 of 46State of Washington Department of Ecology <br />Agreement No: <br />Project Title: <br />Recipient Name: <br />WQC-2023-EverPW-00118 <br />Regional Stormwater Facility Planning <br />City of Everett <br /> SCOPE OF WORK <br />Task Number:3 Task Cost: $207,389.00 <br />Task Title:Regional Facility Selection <br />Task Description: <br />The RECIPIENT will identify, prioritize, and rank locations for regional stormwater facilities. <br />A.The RECIPIENT will conduct a review of available data to address the metrics identified in Task 2. Data reviewed will <br />include a desktop Geotechnical review of surface and depth infiltration capabilities, review the Water Quality Atlas and <br />Watershed Characterization Tool, and current land use compared to possible rezoning and development due to projected <br />population growth. <br />B.The RECIPIENT will evaluate existing water quality and flow control information to determine primary pollutant sources , <br />connectivity to impaired water bodies, and contributing areas. The RECIPIENT will rate the effectiveness of the existing <br />facilities to meet current stormwater standards and will consider the feasibility of expanding effective existing facilities . The <br />RECIPIENT will produce a map with the evaluation findings. <br />C.The RECIPIENT will identify alternatives for potential locations for new water quality and flow control facilities based on <br />an analysis of subbasins, outfalls, and receiving waters. The RECIPIENT will produce a map with the evaluation findings . <br />D.The RECIPIENT will rank the facility alternatives based on the metrics developed in Task 2. The RECIPIENT will select <br />at least five facilities for advancement to conceptual design. <br />E.The RECIPIENT will prepare a Regional Facilities Report. The report will document the drainage basin evaluations, map <br />the potential facility sites, investigate funding options for the regional facilities, and document the efforts for facility prioritization <br />for at least five alternatives. <br />Task Goal Statement: <br />The RECIPIENT will evaluate available geotechnical data and existing facilities to assist in ranking of facility options and will <br />prepare a Regional Facilities Report and respond to ECOLOGY comments in a timely manner . <br />Task Expected Outcome: <br />The project will produce a map with evaluation findings and will select at least five alternatives to move forward for conceptual <br />design. <br />Template Version 12/10/2020 <br />DocuSign Envelope ID: 2DF45A90-96AE-464E-848B-4CA1529CAE01
