Page 13 of 46State of Washington Department of Ecology <br />Agreement No: <br />Project Title: <br />Recipient Name: <br />WQC-2023-EverPW-00118 <br />Regional Stormwater Facility Planning <br />City of Everett <br /> SCOPE OF WORK <br />Task Number:4 Task Cost: $98,576.00 <br />Task Title:Develop Conceptual Design <br />Task Description: <br />The RECIPIENT will develop conceptual designs and cost estimates for at least five regional facilities . <br />A.The RECIPIENT will develop conceptual project designs in accordance with the Stormwater Management Manual for <br />Western Washington. <br />B.The RECIPIENT will complete site visits at each site for verification of contributing basin areas , evaluation of site <br />conditions, and potential design challenges not previously evident. <br />C.The RECIPIENT will complete hydrologic modeling for stormwater facilities sizing using the Western Washington <br />Hydrologic Model and will estimate conveyance hydraulic constraints directly downstream of the facility based on available <br />field and GIS data. <br />D.The RECIPIENT will evaluate BMP alternatives for facility recommendations based on refined site constraints . <br />E.The RECIPIENT will evaluate adaptive management options for the proposed facilities based on current and anticipated <br />redevelopment within the contributing basin, expansion opportunities and maintenance considerations. The RECIPIENT will <br />draft an Adaptive Management Plan for ECOLOGY review and acceptance . <br />F.The RECIPIENT will complete one Conceptual Design Report to include summaries for at least five regional facilities for <br />ECOLOGY review and acceptance. Allow 45 calendar days for ECOLOGY review. <br />•The RECIPIENT will upload the conceptual design submittals to EAGL for ECOLOGY review . Design figures will be <br />reduced to 11x17 inches in size and be legible. The submittal will include the items listed below: <br />o Sizing of Stormwater Features - Estimated size of regional facilities for treatment and flow control. <br />o Summaries - For each regional facility, provide a summary of: <br />-The existing conditions and recommended conceptual design strategy for stormwater conveyance modifications, regional <br />facilities, and shared spaces. Identify areas where the typical strategy will be modified to address physical site constraints. <br />-Identify subsurface variation with potential impacts to the site recommendations and provide a brief description of <br />subsurface testing needed to complete the design. <br />-Concept level exhibits based available on GIS and aerial data of the design strategy in both plan and schematic <br />cross-section views. <br />-Refine the cost estimate(s) to address any changes identified during the development of the conceptual design. <br />Task Goal Statement: <br />The RECIPIENT will complete all conceptual design tasks and respond to ECOLOGY comments in a timely manner . <br />Task Expected Outcome: <br />An Adaptive Management Plan will be completed based on site specific considerations .
